Allow me to present another possible meaning that my DH uses. When he says, "I guess I don't love you enough," he means, "I love you with all my heart and soul, but apparently it isn't enough, because I still can't seem to stop treating you like dirt." He may be speaking of the action of loving someone, as opposed to the emotion of love, if that makes sense. He does love me desperately, but just "not enough" to, say, brave going out to dinner with me.

So, he may also be trying to tell you that you don't deserve to be treated like this, and he feels incapable of treating you differently. I don't know if that makes it any easier for you, or just more confusing, but if all else fails at least you know you are not the only one in the same situation.
